Dolphin not recognizing DirectX at startup

When I go to open up dolphin, it doesnt open, but instead sends an error saying:
"This application has failed to start because VCOMP100.DLL was not found. Re-installing the application may fix this problem."

Then it says:
"Dolphin has stopped working

Windows is checking for a solution to the problem...

Cancel"

And then they go away when I hit cancel. I looked it up on an FAQ, and it said that the most probable reason it did that was because I was outdated on my directX, but I had just downloaded the newest version of directX with a pcsx2 emulator. I think the reason that it couldn't find the directX was because it was installed with pcsx2, and I can't even find the directory for directX. Please Help!

So you downloaded and installed the February 2010 runtimes for DirectX?

http://www.microsoft.com/download/en/details.aspx?id=9033

If so, you likely need this if you have a x86 operating system:

http://www.microsoft.com/download/en/details.aspx?id=8328

Or this if you have a x64 operating system:

http://www.microsoft.com/download/en/details.aspx?id=13523

You should probably install both if you are using a x64 operating system and plan on testing both the x86 and x64 builds of Dolphin.
