Dolphin not making a config file

Hey everyone so I have been trying to get dolphin to work for a while now, my dolphin-emu only has 3 folders in it: GC, Wii, and ScreenShots, that is it. I am not able to go into settings to change my controller settings at all, and when I try to change any of the graphical settings it says I am missing the config file. I have tried uninstalling and re-installing the apk many times to no avail. I also tried go into my file explorer on my phone and deleting the dolphin-emu folder and then uninstalling the apk. This didn't work either. Does anyone have any ideas how I could fix this?

I'm not aware of any changes that have touched that recently. Can you try launching a game, and see if they're created? i know there's some stuff being done at game launch time that should happen at startup time.
