I have Windows 7 64bit OS and when I try to run dolphin (using release 3.0) it will not even launch, no errors, just wont start. The task manager says its running but nothing comes up. It worked previously but I just reformatted and now it does not. I updated all files said in the faq but still nothing.

Well, since you just reformatted, have you installed all the latest drivers, e.g. your GPU drivers and etc? This isn't relevant to your issue (probably) but be sure to fill out your hardware specs in your profile accurately.

Haven't really dealt with Windows in a while but it looks like Windows will start the process associated with Dolphin, but won't terminate it fully or correctly when you try to close it. It's possible that Windows doesn't want to launch Dolphin again because there is already an instance of Dolphin open. I think I've seen similar behavior in other programs, not sure though. Sounds probable, given that the process is still running in Task Manager. Try killing Dolphin from Task Manager and launching it again.
