Just because it runs well on Dolphin 3.5 does not mean that it is enough to run games smooth, especially as there are a lot of accuracy improvements in the latest versions, which fix your freeze for example, but make the latest build a bit more intensive to run than 3.5 on slow computers.
In your case, you have a mobile Sandy Bridge CPU -- which is pretty weak. But it still should run a bit better than that; I had a i3 2348m and that managed to run some games at full speed at 1x IR, so make sure you are not overheating and throttling.
Also, are you sure you're running at 1x IR and with no AA? I suppose you don't have a dedicated GPU and are using the integrated GPU, so you should keep it at 1x IR with all enhancements (especially AA) turned off or it'll run very painfully…
