I would love it if it will include cloud storage like Google drive for android. And maybe for windows too!

Cloud storage for... what? For any one´s game backups to save? For Dolphin itself?

I mean to play roms stored on the cloud, thus saving space on the phone, useful for phones with low internal storage or phones with no sd card. But, it could also be used for cloud game saves, like you said and as for Dolphin itself, that must be installed to ensure the fastest FPS available.

FPS are related to the phone´s hardware (CPU, GPU and its drivers). Not with storage.

If the storage is really bad, it can actually hurt Dolphin's performance. The storage you would find in a modern phone or PC won't give you any problems, but streaming data from the internet most likely will. So if you want an option to store games in the cloud and you want it to work well, you would more or less need to wait for the whole game to download each time you want to play it.

Running a game from a DVD-R is a good example of how you can hurt Dolphin's performance by using slow storage. Thankfully it doesn't seem like most people are interested in doing that, though.

That sounds like hell for a lot of people's mobile data plans. Good way to drain a couple of gigabytes from your monthly plan. It works for other systems with smaller game sizes, but not so much the GC and Wii. I guess WiiWare and VC titles would do fine though.

For a streaming service you'd need a very fast internet or your performance would be affected.

That wouldn't help at all. The resolution has nothing to do with the actual size of the game on your PC or phone. And Dolphin can already run games at 1x IR for low resolution if you change that option yourself.
