Dolphin Netplay Crashing On Startup

I just got a new hard drive and replaced my old one today. Because of this, I had to reinstall all my programs. I had 4.02 and 4.0-652 and both worked fine. However now when I try to open 4.0-652 (netplay branch) it "stops working" immediately as I try to open it. The interface does not even pop up. It just says Dolphin.exe has stopped working. Oh, that was the wrong picture. I put the new one in the OP. I have a feeling the MSVCR120.dll is the problem because I am missing something due to me having to reinstall windows. Any insight?

The 32 bit version works.. but why would the 64 bit version crash every time? I haven't changed any hardware aside from the hard drive (which is better than the old one).

As well, my windows updates have finished installing and I have the latest C++ installed. Don't know what else it could be.

Welp, it turns out I didn't have service pack 1. Problem solved.

I'm having this exact problem. Please could you explain how you solved it?

Service pack 1.. you mean for windows?
My windows 7 is up to date if that helps.
