dolphin-master-5.0-4171 breaks config

In this build the texture cache slider is at safe by default and the External Frame Buffer (XFB) option is broken, when enabling virtual and real are still grayed out. 5.0.4159 and below are fine.

Wanted to bump and also say that 4289 has the same issue and also doesn't retain certain settings changes (like antialiasing and selecting a post processing method like FXAA under Vulkan).

Should be fixed in 5.0-4293.
