Same reason why they rejected libdvdcss/DeCSS.
I think its better for the Linux solution to revert to the old style of using keys.
Or even better (well, for Dolphin/Debian at-least), recommend Linux users to use decrypted iso's.

What would prevent the Debian packager to build Dolphin without this feature?

There's plenty of packages in Debian that people's wild guesses would have said would never enter Debian - when it's just a matter of build options, or, in other cases, pruning/patching the tarball. In this case, the code can even stay in the source, same as with encoders who can output to files formats subjects to patents - the code is in the source, since it's redistributable (GPL compliant), it's only not built in the binaries that ship in Debian.
