What would be a good laptop that can run dolphin well? I have looked at some but I don't know if they are anywhere near powerful enough or if I'm spending too much for stuff I don't need. It need to be less than $810.

Could this run it?

That CPU is a low-power model (note the U at the end). What you want is either an i5-4200M or a i7-4700MQ
Intel Haswell CPUs are the best, and the HD 4600 is ok for around 2x or 2.5x IR upscaling

HP generally makes cheap, mostly good laptops. Like this one: http://www.shopping.hp.com/en_US/home-office/-/products/Laptops/HP-ENVY/E2E34AV?HP-ENVY-15t-j100-Quad-Edition-Notebook-PC-ENERGY-STAR-

You might want to look into raising your budget a bit, though. A dedicated GPU plus a 4th gen Intel CPU will go about $1000

btw , the ultra low voltage line is too weak no matter what resolution you choose
Dolphin mostly requires raw CPU performance (Single threaded performance)

Oh, I know. I was just wondering about the graphics card in the one he linked me.

Intel HD 4600 is integrated GPU which is built inside CPU chip , not a graphic card
It's a bit slower than Nvidia GT 540M and almost twice as fast as Intel HD 4000 which can handle 1->1.5xIR . Therefore , Intel HD 4600 can handle 2.5xIR in most games , maybe even 3xIR in some light-weight games

I second this. Depending on the game, I can get between 2.5x-3x with varying AA and AF on my 4600 HD, so you should be able to get higher

My HD 4000 could not even handle 1x IR in SMG2 without a bottleneck. And an hd 4600 isn't much faster than that.
