The latest Android store update has blacklisted most devices. In particular, it's not available for the NVIDIA Shield anymore. The latest TOT build works better than ever, so this must've been an oversight.

The Shield controllers do support vibrate (or at least the new ones do)

Try one of the development builds(look in the downloads are of this site), and see if that helps.  What device are you using?
