I would say it's because Nintendo isn't a (direct) rival to Google since it doesn't have any mobile device. With Microsoft it's different (at least concerning the Store from the Xbox One) because they're direct rivals (and console exclusives still is a big thing nowadays, especially for Nintendo) and also because Nintendo actually sells some of those old games on its Virtual Console service...
