Every 3 to 4 minutes Dolphin slows down to about 1 or 2 fps for about 20 seconds then speeds back up for another 3 to 4 minutes. I think this is referred to as 'rubberbanding' if I'm not mistaken. I've tried using all compilers and graphical options to the best of my knowledge. I'm thinking it may have something to do with my OS (may need to reinstall Windows 7 x86) but I'd like to fix it without if possible.

Tested in:

Dolphin 3.0 and r7719 x86 with Super Smash Bros. Brawl and Skyward Sword

I am running:

Phenom II x4 3.4 Ghz
GTX 260
3 GB RAM

-Thanks in advance for your help!

It should have nothing to do with your OS. However you haven't given us any information to work with.

Have you checking your temps?
Are you running any background applications?

I have AVG running, so I'll try disabling that. I'll do a CPU-Z check of the temps tonight and get back to you. Thanks..

Also, considering a Sandy Bridge upgrade.. Would it be worth it for the speed difference?

If you get an easily overclocked Sandy Bridge (2500k or 2600k) and overclock it the speed difference could be significant (30 - 70% probably). Nevertheless whether it is worth it, is up to you to decide, since you are the one paying the money and knowing your needs better than us to ask such a question. You will also have to buy a new system altogether... If i were you i would probably wait at least for Ivy Bridge to come out since your system seems relatively new...

I checked my CPU temp using Speedfan during the slow down and it read as 62 C

I also tried turning off cool-n-quiet and it seemed to help, but after about 30 minutes or so started with the intermittent slow down.
