I just installed Dolphin. It is version 5.0-15716.
Whenever I switch to fullscreen mode, my monitor refresh rate gets changed to 23.9Hz, and it doesn't go back until I go to my advanced display settings in windows and set it back myself.

I can only play in windowed mode, or at a super-choppy low refresh rate.

Place a text file next to your dolphin.exe and name it "portable" (with extension it is portable.txt), and run Dolphin. Do not change any settings, just use Open, go to where a game is, and run it. Then, enter fullscreen. Does your monitor still switch to 23.9hz?

Also when you are done you can just delete portable.txt and everything will be back to normal.

Thank you for responding.
No, the monitor does not switch to 23.9Hz after launching Dolphin in portable mode.

I realize now, the refresh rate only gets forced to 23.9Hz when using the Vulkan backend. (I set Vulkan because I have AMD graphics)

Direct3D works just fine, so I'll use that. Unless there is a known workaround to get Vulkan working.

EDIT: Actually, I think this is caused by enabling GPU Partitioning in Hyper-V on this PC.
