I think it should be strictly prohibited against all regulations to allow any newer Android devices using 64bit chipsets to be released with a 32bit kernel,but a number of people will need to do the work to make that a reality.
What if an Android device more powerful than today's strongest Android device was released,only to have a 32bit kernel instead of it being full 64bit and was locked down with the most recent protections and with an e-fuse attached as well?
(all while also tricking everyone into thinking it was full 64bit including the kernel with misinformation to gain sales)
That would be incredibly awful.
