I did use the clear cache button in the view tab. It did not solve my issue. How would I access the shader cache otherwise? The folder in the dolphin program files?

Yes (Documents/Dolphin Emulator/ShaderCache).

Able to fix it temporarily by installing a newer version of the client, but it does not permanently solve my problem.

This is a strange windows 8 problem that seems to affect a lot of people. I am really lost as to what the solution could be, I'll ask someone more knowledgeable to see if they could come up with a reason.

It seems to work one some updated versions of windows 8, and be completely broken on others. There was an update a bit ago that fixed an issue with bluetooth causing a UI freeze in the metro UI, and that update had caused the issue with the shadercache to start for me. Once the next update rolled out, Dolphin started working properly again, and I haven't updated since, so they could've broken it again.
