I run Wind Waker with E8400 @ 3.3 ghz
4gig ram
windows 7
geforce gts 250

I get between 15-27 fps when i run the maingame with normal dolphin.exe dual core enabled, there must be some setting I do wrong because that feels pretty slow for my comp.

i believe if u run a 64 bit os along with the 64 bit dolphin the performance is better. either way dolphinil offers better performance on both bit os but its an experimental core with many bugs. i would stick with the original dolphin until they fix the il, unless u dont care about crashes ;D
