It runs well if you have a device with an X1 chip. As of right now this is only the Nvidia Shield TV. Other devices are kinda slow and buggy (Even flagship devices) due to crappy drivers.
If you don't have an Nvidia Shield TV, you can still try to run Dolphin (albeit slowly and with tons of bugs) if your device has at minimum a 64 bit CPU and a 64 bit OS (The second one is surprisingly not common)
Also, don't use the play store version, use the latest development builds you can find here: https://buildbot.dolphin-emu.org/builders/release-android
One last thing, real wii motes are not supported due to wiimote syncing being broken in android since I believe either 4.2 or 4.3
