Dolphin drops to 1% even in menu

Installed Dolphin today to test it out and from what I get from the forums my PC should be decent enough to run it at a reasonable pace. But I tried it with Fire Emblem Radiant Dawn and The Last Story but both games drop to 1% once I do something in the menu like click A to start ..... It practically freezes for 5-10 seconds at 1% and then continues to the next menu screen.

I am new to this and tried to minimize the settings with screenshots and tutorials I found around here to no effect. Would really appreciate your insight on this and maybe can help me solve my problem.

Does this happen more than one time in a specific period of time? (e.g. every 5 mintues)

Everytime not just periodically , though I gritted my teeth and started Fire Emblem after I got through the menu and it works just fine , only the menu is laggy like hell and it doesnt go away.

And then what happens? Can you go in-game or not? If yes do you get the same issue in-game?

Just tested it further, the game itself runs fine , taxing on the cpu (last story) but reasonable. But still having those menu issues strange ..... it doesnt even consume alot of processing power it just kinda freezes for a time than goes to the next screen I can act normally until I click on something which triggers the next menu screen which freezes it for 10 seconds again.

Try something: use Dolphin 3.5 (or 3.0) and use default settings. Don't change anything
