Right where the executable is, create a blank file named "portable.txt". Then try again.

You might also want to try with latest dev build.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Delete the portable.txt just so we don't have to deal with it later.
(re)install https://go.microsoft.com/fwlink/?LinkId=746572 and make sure windows is up to date.

Make sure you're computer is up to date with everything from windows update, and make sure you have the latest graphics drivers from here: https://support.amd.com/en-us/download/desktop/legacy?product=legacy3&os=Windows%2010%20-%2064

First of all make sure that you use the latest development version which can be found at the top of the download page and extract it to a NEW and EMPTY folder and create an empty portable.txt in the same directory where dolphin.exe is located.

Download and install the VCredist 2017 from here: https://go.microsoft.com/fwlink/?LinkId=746572

Then, click start and search for windows update and make sure there are no more updates to be downloaded and installed

Next download the latest drivers for your GPU, found here: https://www2.ati.com/drivers/beta/non-whql-win10-64bit-radeon-software-crimson-relive-16.2.1-sep20.exe

RESTART YOUR COMPUTER

Start Dolphin.exe > and hope it works.
If it doesn't work try starting DolphinQT.exe and see if that solves your issue.
Check my profile for up to date specs.
