What does the latest build do?
Have you tried any other computers with that iso file? Try reinstalling Visual studio redistributable 2015 x64? Reinstalling DirectX Web updater? Used a different backend (switched from OpenGL to D3D or other way around)? Tried switching the audio backend from Xaudio to openAL (or other way)?

Yes, this is a known bug, many people are reporting this, like this thread, or this other one.

Follow this thread, and this issue on tracker, so you will informed when it's fixed.

Also, could you tell me what driver version are you running for the graphic card (AMD, Nvidia)? And, do you use portable Dolphin?
