Every time I try to open dolphin and run a game it says I don't have the OpenGl renderer and to check the log for details. I am trying to run it on a new computer with these specs:

Intel Computer
Intel Core i3 Cpu 540 @ 3.07 GHz 4 CPUs, 3.1 GHz
4096 MB Ram
Intel HD Graphics Core i3
Windows 7 x64

Any idea why it isn't working?

because your video card is crap and it can't support OpenGL.Those Intel HD or any Intel video card are not for gaming,Nvidia and Ati mid-high end card only.Your CPU is strong but with that video card ,most game can't run fullspeed
Update Directx June 2010 then use direct3D9 plugin like this :http://www.dolphin-emu.org/configuration-explanation.html.
P.S You can try the directx 11 plugin
