To start with, I CAN connect 4 real wiimote controllers without any problems and have them function prefectly in games.

My problem is with how Dolphin seemingly always treats each wiimote as a specific player port (ie: my newest wiimote acts as player 2 even when no other wiimote is connected).

I'm assuming it's based on its mac address (00:23:31:16:6C:48). Is there a way for me to get Dolphin to forget that it previously assigned this address or otherwise a way for me to manually do this?

Check and make sure that no other wiimote has been paired under the bluetooth settings. Next check the Wiimote settings in Dolphin and make sure that "Real Wiimote" is selected as the first controller. Dolphin does not remember wiimotes by mac address.
