You've probably installed the Wii Menu without installing any IOSes. If you manually installed WAD files to get the Wii Menu, then that's why. I would recommend doing a system update in Dolphin instead. (Currently Nintendo's servers for online system updates are down, but you can also install system updates from Wii disc images.)
