The controller's fine on OpenEmu and all other apps from when I connect it up to the point I launch Dolphin. At some point during the app opening, the system stops recognizing any inputs from the controller. It shows connected, but no inputs are recognized in Dolphin or any other app until I forget and re-pair the controller. If I pair it while Dolphin is open, it does recognize the inputs as normal.
Is there a setting somewhere that can stop this behavior?

I have the exact issue. PS4 DualShock controller. Works everyone in macOS, but as soon as a launch Dolphin v5.0-18626, then the color on the controller LED gets dark, and there is no input.
If I go into the Controller pane, there are two choices for the controller:
Input/0/DUALSHOCK 4 Wireless Controller
SDL/0/PS4 Controller
The first option (which should be the proper one) has no response (calibration does not move the point as I move the joystick nor do buttons work).
The second option actually has a response from the controller, but the right joystick is mistakenly thought to be various buttons (IIRC down reports as Right Trigger).
I have tried removing the device from the macOS Bluetooth known devices and removing it from the macOS Game Controllers configurations. Then, reconnecting fresh, but Dolphin still acts like the above.
As aw302 reported it works everyone else in the system, just not Dolphin. I guess we should report it as a bug.
