I have done some experimentation on my HP Pavillion x360 for Dolphin and here is what I found out:

My games:
-SSBM
-One Piece Grand Battle
-Kirby Air Ride
-Naruto Clash of Ninja
-Super Monkey Ball

Here are the Dolphin stuff I used:

Dolphin 3:
-Smash Bros opening plays normal but when coming to battle, the audio is slow. Graphics are fine but the audio is buggy and sometimes the audio makes the graphis a little slow
-One Piece plays normal but when battling, the graphics are slowed.
-Works fine
-Works fine but when battling, graphics are slowed.
-The graphics are slow in general...

Dolphin 4.0.2:
-Smash Bros is fast but the graphics are really slowwwwww...
-Graphics and audio are slow
-Works fine
-Graphics and audio are slow
-Slow

Dolphin 5:
-Smash Bros is extremley slow
-Same before
-Same before
-Same before
-Extremley slow

Recent download of Dolphin:
-Same before
-Same before
-Same before
-Same before

All of the graphic configs have never been touched. Remained relitiveley the same. Used Direct3D on Dol 5-recent release, used Direct 9 from 3-4.

If my CPU is strong enough for Kirby Air Ride and others, why not Smash bros? HELP!

Every game has different hardware requirements. Some games do more than others, so naturally those games require better hardware for Dolphin to run it properly. Kirby's Air Ride is a very "light" game in that it doesn't require much from your hardware. SSBM isn't exactly demanding, but your hardware is probably too slow to run it properly.

You're running an Ultra Low Voltage CPU which sacrifices performance for power-saving. You only have a max TDP of 7.5W, so your CPU is not going to be pushing a lot of heavy workloads like that. You could get away with that clock speed if you had a higher TDP and an equivalent Haswell or Skylake architecture. So in short, it's a hardware issue.

So in other words, chances of me playing Smash Bros is slim.

it's not really a dice roll. as a mobile and ULV processor, you aren't going to get super good performance. just use the laptop performance guide and make sure your temps stay low, but with ULV that shouldn't be an issue
Arch
Intel Core i7 - 4510U
iHD4400
8GB RAM

You can build a cheap desktop with an Intel g3258 that overclocks to like 4.2-4.7 Ghz, and it'll perform like the i5-4690K/i7-4790K at around the same speeds, because Dolphin relies on 2 really fast cores.
