HDMI 1.4 and DVI are both restricted to 30Hz at 4k resolutions. So yes.

Youtube's video compression is so awful that I am doubtful that the difference between 1080p and 4k downscaled to 1080p will even be visible .

Forget that! I did see that you can get 60hz at 4k using an ATI or Nvidia card with two HDMI outputs........ but the TV has to have the two HDMI imputs on the other end. Maybe we will see a new cable system to carry over the signal over one wire. Heres hoping.
