help, I'm playing smg2 with HD textures, but they look burry because of arbitrary mipmap detection. when I turn it off, it just reactivates itself when I start the game again. how do I fix this?

That's because arbitrary mipmaps on looks better on default textures. You can change this by right clicking galaxy in dolphin, properties, add this to user config
Code:
[Video_Enhancements]
ArbitraryMipmapDetection = False

Specifically it's being overridden by the Sys GameINI. Just add the false option to a user GameINI as said above and that will override the override. Make sure you don't mess with the files under Sys.
