Here is the cheat code for "Resident Evil 0 (USA)". I have verified it myself.
PS: This cheat may not give you full health (since I don't know what value the full health should be), but it will lock the health so you won't be able to die.

1. You find the code
2. You find gcncrypt.exe in User/GameConfig folder
3. You convert cheats
4. You run Dolphin
5. You right click on game -> Properties -> Edit Config
6. You put converted cheats under [ActionReplay] sign like this

Where "00XX00XX XX00XX00" is converted cheat code.

7. You right click on game -> Properties -> AR Codes and enable code you typed

I'm thinking of going into debug mode and creating cheats myself, anyone know how to?
