Silly question: what makes Dolphin release a new stable version? What happened to Dolphin 4.0.2 turn 5.0?

Operating System: Windows 10 x64 Processor/CPU: intel I7 3770 3.4 Ghz Video Card/GPU: Nvidia GeForce 1060 6GB Memory/RAM: 16 GB Dolphin Revision Currently Using: 5.0-xxxx X64 (always the latest) and the latest Ishiiruka for custom textures. We felt like releasing a new version. It takes a massive amount of effort though to hunt down regressions and nobody wants to do that though so we rarely release.

So, with this Ubershader the graphics should look better, correct?
I tried Google the term, but it's not very obvious what exactly will do this to what we see on the screen..

It doesn't make them look better, it reduces/eliminates stutter from shader compilation afaik.
