Well this just started recently. i stopped playing dolphin for awhile and when i tried to start it back up all of my games run at 50% or 30fps. i havent changed any settings at all since i last played. ive been running the recommended settings with the exception of a few things. ive messed with the graphics settings and audio settings but nothing has worked.

one thing i did stumble upon is my frame skip is set to 0 but when i put it on 1 the emulator will shoot up to 59fps and around 98%.

my pc should run dolphin with ease so i have no idea what could be wrong. ive tried uninstalling and installing it again and ive tried earlier versions like dolphin 4.0 but they have the same problem.

Have you tried the latest development version of dolphin? Do you have v-sync enabled?

This is some power saving bullshit forcing the refresh rate to 30, hence why frameskip would even affect it.

Try disabling Vsync?

Friend of mine had a similar issue with a few emulators and it turned out his monitor/TV was set at 30hz for some odd reason. Make sure your's is at 60.
i5 4670, 3.4GHz (3.8 turbo)
16 GB RAM DDR3 1600Mhz
Nvidia GTX 1060 6GB
Windows 7 64bit + Windows 10 pro 64bit
