...Odd. Swapping to Open GL brings lag in spots, but runs in the 60's constantly so far. Just started about an hour ago, though.

Can you reproduce with Prime95? Some people use it in conjunction with CoreTemp to do temp monitoring during the test. The one thing different about Dolphin is that it stresses your CPU harder than most programs. If it reproduces with Prime95, it's a thermal problem.

It could definitely be a PSU issue. Your hardware might not need as much electrical power when using other programs as it does when running Dolphin. I'm sure all of your hardware ia rated for your PSU, but if it is defective (e.g. rated at 400W but fails at 350W) that could explain why it shuts down, and only with Dolphin.

This is beginning to sound like an issue with your GPU, not your CPU. What happens if you run the Windows Experience Index? Does it hang or crash? That thing works D3D pretty hard.

I like Shonumi's answer then. OCCT is a popular tool for PSU stress testing.

Try running OCCT for 3 hours and if that passes Prime95 for 6 hours. If both of those pass without hard booting or freezing up your PC then your CPU should be fine.
