I think that would just make it easier for people who don't know what they're doing to complain more. They should go out of their way to report a bug. They should put in the time and effort to find out if the bug is real or not and attempt to get the bottom of the issue themselves by regression testing or other methods. They also need to make sure the bug isn't already reported by someone else. We already have far too many invalid and useless issue reports, I don't think we need to make it easier for people to do that.
