Dolphin 3.0 Runs Slow (2.0 doesn't)

Ever since I got Dolphin 3.0 everything seems to be running slow. I am trying to run Sonic Adventure 2 Battle Specifically, but every other game seems to be running slow too. At best I can get around 38FPS and like 68% or something, but on Dolphin 2.0 with all games I could easily get 60FPS and 98-100%. I'm not sure whats going on as I tried a great Multitude of Problems. I'm not sure what the problem is, but I know you guys will probably say my specs are too low. I'd rather stick with Dolphin 2.0, but it's picky and it won't take any of my action replay codes without crashing.

Build - Dolphin 3.0 371
OS - Windows 7 Ultimate 64 Bit
Processor - Athlon 64 Dual Core 5000+ 2.6ghz
Videocard: Radeon HD5670

Sorry for double posting, but I can't find an edit option anywhere, I have 4gb of ram.
also I meant a great multitude of settings, not problems

1. 3.0 - 371 is not the same as 3.0.
2. Newer builds are often slower but more accurate (and therefore less likely for games to have issues).
3. Your cpu is wwwaaayyyy too slow.
4. You have not provided a specific list of games or screenshots of your settings.
