It's normal , the more player you add the more FPS is reduced . Your specs probably can't keep up with multiplayer

Technically for Dolphin. OpenGL, DX9, and DX11 are not provided as plugins in the same sense that you can change them out easily in emulators like ePSXe. They're provided as backends that Dolphin can use, but they don't really come as interchangeable pieces of software like plugins. For OS X (and Linux) Dolphin will only use OpenGL as the video backend. You can use Software, but that's really slow, and usually only for debugging. A new computer with better specs would help with multiplayer.

Direct3D9 back-end is much faster than direct3d11 & OpenGL back-end . If you want to gain more FPS , you must install windows 7 via bootcamp then use direct3d9

Try some settings, maybe this can increase the FPS rate a little bit.

Check:
* OpenMP Texture Decoder
* Fast Mipmaps
* Disable Per-Pixel-Depth
* Lock Threads to Cores
* Cache Display Lists
