Does dolphin have cheats and save states?
Also wondering if wind waker is fully completeable

yes and yes.
Cheats aren't exposed in the Android UI.
Wind Waker definitely isn't completeable on the AArch64 recompiler, it'll definitely break in the Tower of Gods
