It's a 60 fps game, so yes, it has to run at 60 fps. You can try enabling frameskip under the emulation tab, but, that's not guaranteed to work and should be considered a hack.
Some games run at 60/50 fps.
Some games run at 30/25 fps. Some games are "hybrid". They have both (cutscenes/game itself)
