Keep in mind that with each Feature Update, MS is transitioning a lot of the legacy settings to the new Control Panel app, for these they already transitioned (e.g. Locale settings, Wallpaper Picker, Screen Resolution, etc) the equivalent setting in the legacy control panel is now gone (not a bad thing IMHO)...
