The ouya doesn't have the hardware needed to run Dolphin (Cpu/Gpu requirements)

The controller is a bluetooth controller however, so it can be used with a capable android device

In that case, as long as it follows standard controller calls, I do believe it can be mapped.

Yeah, should work. I have used a Moga controller with my Shield Tablet over bluetooth as well as the Shield controller (WiFi direct connection). I have even used an actual Gamecube controller via USB OTG Smile
