I'm using the keyboard and the mouse. I've tried assigning another key in the Options menu, but I always end up with the same problem. I'm literally stuck in this level just because I can't figure out how to set up correctly the hotkey I need. Whenever I click on the key that should do the trick, the ladder, or whatever it is called, goes to one side of the screen. I made a video of it so you can see what I'm talking about. I also took screenshots.

I'm using Dolphin 4.0.2.

What version of Windows? If your hardware permits, you can upgrade to 64-bit...

Windows 7 32-bit. I know it's old, but I can't upgrade to 64-bit yet because the hardware that I'm using isn't fast enough.

For the most part, 64-bit software doesn't run "slower" (it causes a bit worse cache usage, but more registers and other tweaks means it's often a wash outside of specific benchmarks).
