i had windows vista 64-bit and i ran dolphin on 1280x800 super smash bros melee at 60fps super smooth even with 4 players.

i installed windows 7 32-bit and i now can only run dolphin 1280x800 at around 25fps...

I have a P7350 2.0ghz 3gb and 9600m gt.

does 32-64 bit really change the performance so much?

it depends on what game + hardware, overall it does matter yh, 64 bit does give some extra FPS (5-10).

Well it did for me.
New computer, I'm back!
