I havent used this emulator for a while now and back when i tried it on the Nvidia shield tv the fps in some games were pretty bad and just wondering if they have advanced much since then on Android in performance, or it it still pretty much the same for all versions ?

Has it been a few years? If so, Dolphin has had some nice improvements in emulation and features. In terms of overall speed, it's improved in some games, a bit slower in others depending on the graphical effects used. If you prefer speed with some hacks, try the MMJR build.

It was about 1 year ago i tied this emulator last and i did try the MMJR build, but thought by now there would be some performance increases for android ?

Gamecube and Wii emulation is a CPU heavy task.  Even with performance improvements, you'll need a capable chipset especially for the harder to emulate games.  The CPU in the Shield TV while very good when it was released(2015), is completely outclassed by newer chipsets.  Even midrange chipsets out perform it(CPU tasks) now.  Unfortunately, there isn't an android TV box with a better processor available as of now.  One option you have is to get a Galaxy S10(US version) or LG G8 and use either DEX or a USB to HDMI cable to connect it to a TV.

Ok thanks for the reply. Its a shame, because the shield tv 2019 version is a very good device and csn just about run anything still and its so easy just playing it straight from your tv not having  to worry about constantly charging  it non stop, just a easy plug and play.

Hopefully Nvidia bring out a more powerful shield tv with their next one that can run all these.

Mid-range smartphones already have a far faster CPU than Shield devices, but their GPU still can't beat it. That's why you can still play modern games on your device, most of them won't need a too powerful CPU, unlike emulators.
