Do you need the wii system menu to install dlc wads on dolphin?

I have MegaMan 9 and 10 plus the DLCs for these games. Do I have to have a Wii system menu WAD as well to install the DLC?

I installed MegaMan 9 just fine, but I don't own the DLC. You could try adding it to the gamelist and installing it via right clicking it and "Install to System Menu."

I tested this; the answer is no, you do not need an NAND or anything else. Simply put the DLC WAD in your games folder, then look for a game with a garbage name in the gamelist. Right click it, install to system menu. Then Run MegaMan9/10, and the DLC will be there.
