I was having weird problems with  my "Disable Emulation Speed Limit" hotkey on my previous build of dolphin suddenly (Don't ask me which one, I updated to try and fix it and forgot which version I had). It used to work fine, but suddenly using the hotkey would permanently freeze dolphin, and I would have to kill the process. Now I am using Dolphin 5.0-13178 and using the Hotkey will only raise the emulation speed cap to 100% but not go over it. For example, if I lower the emulation speed cap to 30%, then push the hotkey, while the hotkey is held the cap is 100%. I am fairly confident this isn't expect behavior since this isn't how it used to work for me in the past, I used to be able to play a game at 200-400% speed, but now it's capped at 100%.

I am playing Fire Emblem Path of Radiance
Dolphin Version: 5.0-13178
OS: Windows 10
CPU: 7600k
RAM: 32GB
Dolphin is stored on a M.2 SSD, but the game is on (currently) on a flash drive that has speeds in the 50-60 MB/s range. I have moved the game to the SSD and it made no difference.  As an added comment, I am looking to dump all the textures in this game, which is why I want to disable the emulation speed limit, but I also want to re-read some story elements. The best way to do this for me, is if there was a Disable Emulation speed limit toggle button. That way I could push the button to toggle it on for game play, then push the button to toggle it off for story.

Any way, I would appreciate any help on both these topics. If you require screenshots/videos of what is happening, just ask.

Small update: I noticed that setting the emulation speed limit to unlimited only works in certain specific sections of the game. IE, it doesn't work when the game cube bios is loading up, but it does work during the opening animation of Path of Radiance, but it doesn't work on the main menu. Having the speed limit set to unlimited will just make dolphin cap out at 100% during the times where it doesn't work.

There were some hotkey changes recently. Did you try resetting all hotkey settings to see if it changes anything? You can do that by deleting Hotkeys.ini from Dolphin's config folder...

I deleted Hotkey.ini and rebound all of them. Hotkeys now work! However, I'm still getting weird behavior, Now when I push the hot key to disable emulation cap, it is now capped at 200%. While this is better than being capped at 100%, it's still capped which it shouldn't be. When the emulation speed is sped up the audio gets very distorted, it doesn't just sound sped up. In my last post I said that having the emulation cap set to unlimited on the main menu doesn't work for some reason. I tried that again and got the same results, however I also tried setting the emulation cap to something like 150% on the main menu. This has the same results as before, nothing is actually sped up, but now the audio is also distorted. I'm going to record and upload a video soon since I figure this is all very hard to follow.

Speed limits also seem to not work in Fire Emblem Radiant Dawn.

I remember I had problem close to yours. It turn out that vsync being enabled was cause it. It a game ran normally at 60 it wouldn't go past 100% but it ran at 30 it would limit at 200% . Maybe that what going on.

That is a great suggestion! I had not thought about this. I checked the nvidia control panel and set both the global and dolphin program specific vsync setting to off. I made sure vsync is off in dolphin as well. However, the problem persists.
