Disable cheats per game?

In order for the Project+ launcher to work I need to have cheats disabled in Dolphin. I don't know why, but it's the only way it works. However I would like to have cheats enabled for other games (Melee specifically). I looked through the game specific settings, but didn't see any option to disable cheats. No mention of anything like that on the wiki either. Is this possible? To be clear, I have no specific cheats enabled for Brawl, the global "Enable Cheats" settings needs to be off for Project+ to work.
