DirectX and plug-in problem

I'm running Vista x64. I meet all of the requirements of Dolphin, with a 9600GT.
I've installed the C++ distributable and DirectX (from November) from that stickied thread, but it still gives me the three errors:

1) Can't open PLUGINS/plugin_PadSimpleEvnt.dll; it has a missing function
2) Can't init any PAD plugins
3) Couldn't init the core. Check your configuration.

I've read that this is an error because I need the newest DirectX but I thought I'd installed it.

Just so you know, I've searched for this error a good bit to no avail. Read everything in that sticky.

You need to update your DX9 not install

Thanks, I've downloaded dxwebsetup from microsoft. When I run it it tells me that everything is up to date and that no installation is necessary. Am I missing something here?
