Newer versions of DX have newer rendering effects possible with them, at the moment most new games still make do with dx9 effects, alot of the new ones look the same as older dx9 effects but are just processed faster. There is usually only a very slight performance increase running games designed mostly for dx9 with a few dx10 effects added in etc. in dx10 or in some cases even a slightly lower framerate. It will be a couple of years before all new games make good use of dx10/11.

Why is there a Directx 11 pugin when Dolphin only use directx 9 ?

NeoBrain wrote it, I'm not sure of all the advantages it has but there are some, e.g. some geometry needed to be rendered twice in Dx9, but not in Dx11. Aynway it have some problems too, that's why it's slower.
