Hi there,
I've recently got a new laptop with:
Core i7-3610qm 3.2GHz
Gtx 670m
8gb ram
And I've tried to run dolphin on it.
At first I tried Direct3d9 because it should be the fastest, but I discovered that a game like nsmb wii only ran at only 50-60% of the normal speed!
After that I tried a couple of other games with direct3d9, opengl and direct3d11 and discovered that all the games ran faster on direct3d11 then on the other 2.
Problem is that direct3d11 still causes alot of slowdown since it's the most heavy to use so I want to know if there is a way to fix my direct3d9?
For instance, I've got super mario galaxy 2
Direct3d9:40%
OpenGl: 70-80%
Direct3d11: 75-90%
And yes, I know that it is only a laptop and that I shouldn't expect the best performance, but at the wiki I saw that Mario galaxy 2 ran at 55+ fps with a weaker cpu and graphic card!
If anyone can help me, that would be great.

Mario galaxy 2 + LLE backend = i5 2500k @ 4.5GHz or i5 3570k @ 4.2GHz

Direct3d9 is slow, Direct3d11 is fast
Your GPU is in idle mode . When you choose Direct3D11 backend , it will increase your GPU usage -> Better performance
Direct3d9 is always the fastest backend (except for some games like Mario Sport Mix , Direct3D11 is faster)
Make sure you have Nvidia Optimus worked properly
Nvidia 600 series are known for having idle issue with Dolphin . Try to pull "Texture Cache" slider close to safe (between "safe" and "fast" , safe = slow)

Use EFB copies to texture (Graphic - Hack)
Right-click the game inside Dolphin - Select "Properties" - Click "Edit Option"

Which backend is faster depends on your hardware, the game you're playing, and the drivers. The D3D9 backend is generally faster than it's D3D11 or OGL counterparts. However some people find that D3D11 or OGL runs better for certain games. It's also speculated that OGL performance on other OSes (Linux, OS X) may be on par with D3D9 performance on Windows.

Try creating an application profile for dolphin.exe in your driver control panel and setting the power setting to high performance. With performance that bad on d3d9 it might be running at idle clocks. Also try raising your IR and texture cache settings.
