We have the same specs, so yeah, you do have a problem.
Try these:
1) Upgrade to Windows 8.1. Its a free upgrade
2) Update drivers, Windows updates, DirectX Web updater (some components may be missing), and latest version of Visual C++
3) Make sure under Power Management in Windows you're running in High Performance, and are plugged in to power
4) Use the OpenGL backend on one of the latest dev builds, as it is faster than D3D. The dev builds have speed improvements that 4.0.1/4.0.2 don't have (but they have some extra bugs that are being fixed before the next major release). The current dev build is 4.0-658 (which actually makes the default backend OpenGL).
