When emulating The Legend of Zelda: Twilight Princess in Windows 7, it runs really slow, usually between 50 to 70% speed, and sometimes even slower, even with frame-skipping enabled. However, when running it in Windows 8 (same computer, dual-boot) it runs at the full speed without any turning down of graphics. Would this be the OS handling it better, or would it just be fewer background apps cluttering up memory?

OS has nothing to do with it at all (apart from linux OSX because they dont use D3D) your windows 7 install simply had something wrong with it like outdated drivers or 3d software
