I have a 720be stock with a 4770 video card. I want more performance on tales dawn of a new world for wii, and takes of abyss for ps2.
I play 1080p.

What's holding me back gpu or cpu?

Also getting a new laptop. Ivy bridge + 650m or trinity platform with maybe a discrete graphics?

CPU obviously.
Do yourself a favor and get a 2500K (needs a 1155 motherboard), which will blaze through both games, and should play most games flawlessly.

Ivy bridge cpu, i5 or higher, discrete gpu.
